Inconsistent logic for deciding whether a file is raw image

Description

For example, .TIF images can be loaded with dcraw but most likely they are not raw images. The decision logic in different places (like JAIPhotoViewer and PhotoInfo#updateFromFileMetadata?) is not consistent.

Changed to use the same logic in all places in r659. But Photovault is now missing support for reading any metadata from TIFF files.
